The industry fixates on "output" as the witness surface of AI risk. This is a category error. The deeper object is proposed movement seeking institutional standing: a command, route, record, or authority transition attempting to become consequential.
We are not merely governing text; we are governing passage into consequence. The question is whether proposed movement may continue, narrow, transfer, halt, or acquire force under proof at the moment consequence would attach. Without enforceable refusal, lawful continuation has no teeth.
A RELEASE/REJECT gate is not the whole resolving structure, but it is the critical juncture where the system stops being advisory and becomes operative. Determinism is not admissibility, and memory is not authority. Without a proof surface, refusal lacks institutional memory; without standing, continuity is merely stored context.
